He is a doctor in telecommunications engineering from the Polytechnic University of Madrid.

He is currently a professor in the Department of Artificial Intelligence of the National University of Distance Education (UNED) and a researcher in the research and innovation groups aDeNu and MiniXModular. He is interested in topics related to the accessibility and adaptability of elearning, telecare and ICT Support for Independent Living.

He participates in standardization activities at ISO, ETSI and UNE. He is director of the Canal Fundación ONCE project at UNED.
