Javier Güemes Pedraza

Director of International Relations of the ONCE Social Group and Executive Vicepresident of the ONCE Foundation for Latin America (FOAL)

Javier Güemes has a Degree in Political Science and Public Administration and an MA in European Studies from the College of Europe in Bruges, Belgium and Sciences Po in Paris, France. He was formerly Director and Assistant Director of the European Disability Forum, the association representing over 80 million people in Europe with headquarters in Brussels, Belgium. He was also director of projects on empowerment of organizations of people with disabilities in 20 European Union countries, EU candidate countries and Arab countries from Mediterranean basin. In that same organization he was engaged in activities as expert in social policies, employment, health and structural funds.

Before getting professionally involved in the movement of people with disabilities, he worked in different professional fields such as project manager in the London Borough of Lewisham, London, where he participated in different projects, in particular the ones related with Latin America. Previously, he carried out activities as researcher for the Jean Monnet Centre of Excellence at the Madrid Complutense University, as well as technician in European transnational cooperation programmes for ONCE Foundation, including at the time of the Spanish EU Presidency. His professional experience includes also a stay in the spokesperson’s office of the President of the European Parliament.
